New Function: setup_react_dashboard()

This function handles the complete React dashboard setup:

  1. Node.js Installation Check
  2. Automatically installs Node.js 18.x on Linux systems
  3. Uses Homebrew on macOS (if available)
  4. Provides manual installation instructions if needed

  5. Environment Configuration

  7. Dependency Installation

  8. Runs npm install to install all React dependencies

  13. Waits for server to start and validates with health check
